Sir:

I have the honor to enclose herewith copies of letters addressed by me, to Hon. Henry A. Wise and J. S. Wise, of Richmond, Va., and of the respective replies, relative to the employment of counsel by the War Department on behalf of the defendant, in the prosecution against private James Madison of the 5th U. S. Cavalry, for murder, at Lynchburg, Va.
