U. S. Senate.

Sir:

The President has referred to the Attorney General the papers in the case of R. M. Reynolds, who asks for the remission by the President of the fine imposed upon him by Judge Busteed. The papers referred do not fully set forth the case. As your name is signed to the petition, I shall be pleased to receive any additional statement from you, oral or written, that would put me in possession of all the material facts in the case.
