Sir:
Hon. Benjn. F. Butler has requested a copy of the opinion of the Attorney General, dated April 10, 1869, addressed to the Secretary of State, upon a claim of R. W. Gibbes against New Grenada. As it is not the practice of this Department to give copies of opinions addressed to other Departments without the consent of the Department to which they are addressed, I will thank you to inform me whether you have any objection to my sending a copy of the opinion to Mr. Butler.
