Sir:
In answer to your letter of the 7th instant, relating to the employment of special counsel to assist the U. S. Attorney of Iowa in the Rhomberg cases, I enclose to you a copy of a letter of this date upon the subject, addressed to the Dist. Attorney of Iowa—and respectfully call your attention to the reasons therein stated for declining to employ special counsel.
