November 12, 1870. Hon. Hamilton Fish, Secretary of State. Sir: I am directed by the President to request you to issue a commission appointing Henry C. Hicks to be Attorney of the United States for the Eastern District of Texas, in the place of Joel C. C. Winch, appointed Judge. Very respectfully, &c. A. T. Akerman, Attorney General.
