December 10, 1870. H. W. Bennett, Esq. Decorah, Iowa. Sir: In answer to yours of the 5th instant, I can only say that by the rules of this office, the Attorney General is not at liberty to give opinions on legal questions to private parties who have controversies with any branch of the Government.
