December 13, 1870. Hon. H. H. Leavitt, U. S. District Judge Southern Ohio. Sir: I have the honor to enclose herewith a Commission appointing Wm. R. Thrall to be Marshall of the United States for the Southern District of Ohio—and to request that you shall deliver it to him when he shall have given the official bond, and taken the oath required by law.
