Hon. Wm. W. Belknap,

Secretary of War.

Sir:

I have received your letter with the accompanying papers, dated the 17th instant, and pursuant to your request have directed the U. S. Attorney for the Southern District of Mississippi, to appear for, and defend, Second Lieutenant J. O. Shelby, 16th Infantry, in any action that may be brought against him for the part taken by him in recovering a mule belonging to the United States.
