Sir:

On account of my absence from Washington, yours of the 27th of December has not received an earlier answer.

This Department has no funds out of which the costs imposed upon Lieutenant Cain by the judgment of the State Court of Pennsylvania are payable.

As your professional services were rendered at the request of this Department, you will be paid the compensation claimed in your letter of December 5th, ultimo.
