Sir:

In answer to yours of the 14th instant, I herewith transmit to you, for the use of the Committee on Private Land Claims of the House of Representatives, a copy of the letter of Attorney General Bates to the Secretary of the Interior, of the 18th of March, 1862. This letter contains the final action of the Attorney General upon the matter therein discussed.
