Yours of the 14th ultimo was handed to me a day or two ago by the Hon. James A. Johnson.
In reply I have to say that I do not feel at liberty to permit the use of my official title for the purpose of assailing a construction of law upon which the Executive Department uniformly acts, and which I hold to be correct.
