Sir: In compliance with your request, I referred your letter of the 20th ultimo. to the 1st Auditor of the Treasury, who returned it to me this morning with the statement that your salary could not be paid until your confirmation by the Senate.

I respectfully invite your attention to the Act of Congress approved February 9, 1863, 2 Sec. (12 Stat. p. 64)
