Feb. 21, 1871. Messrs. Fisk & Hatch, New York. Gentlemen: By direction of the Attorney General, I enclose herewith a printed copy of his Opinion upon the right of the Government to compel reïmbursement by the Union Pacific Railroad Company, of interest paid by the Government upon bonds issued in aid of said company.
