Sir: I have received your letter of the 9th instant.

I am not at liberty to give opinions in matters of law, except at the call of certain public officers—but I suggest that you will find the information of which you were in search in the 1st Volume of Brightly's Digest of the Laws of the U. S., pages 269, and following.
