April 10, 1871.

M. de Graffeuried, Esq.

Atlanta, Geo.

Sir:

I have received your letter of the 6th instant, and regret that the Act appointing the Commission makes no provision for a representation on the part of the United States Government. I fear that the Government will lose in consequence of this omission, but I have no authority to supply defects in the law.

Very respectfully,

A. T. Akerman,

Attorney General.
