Sir:

I have received your letter of the 3d instant.

Mr. Sargent had previously transmitted the application of the Settlers Association, and the accompanying papers. I have referred the matter to the Department of the Interior, which has charge of public lands, and shall be governed by the wishes of that Department in the matter.
