Hon. Geo. S. Boutwell,

Secretary of the Treasury.

Sir:

I have received to-day your letter, without date, requesting me to return to you your communication of the 4th inst., relating to the manufacture of cigars by the State of Pennsylvania in its Penitentiary, and to suspend any further action upon the same of the present.—I return enclosed that communication, and the papers transmitted with it, and shall take no action in the matter unless again requested to do so.
