Sir:
I have the honor to acknowledge the receipt of your letter of the 22d inst., with accompanying papers, all relating to the case of S. M. Carter, of Georgia, arising under the Internal Revenue laws.—The offer of compromise is that Carter pay as tax $20,—specific penalty, $300—and, in addition, a special tax as a distiller.—
I recommend that this offer be accepted.
The papers are returned.
