Secretary of the Treasury.

Sir:

In the Internal Revenue case of Emanuel Marchand, of Ohio, submitted in your letter of the 29th inst., I recommend the acceptance of the compromise proposed by the commissioner of Internal Revenue, namely, that Marchand pay $200.76 as tax, $100 as a specific penalty, and the taxable costs.

The papers are returned herewith.
