Hon. Geo. S. Boutwell,

Secretary of the Treasury.

Sir:

I have considered the Internal revenue case of C. Borden of the State of New York. He proposes to pay, as a compromise, a specific penalty of $200—to consent to a forfeiture of the stills and distilling apparatus seized, and to pay all costs.

I recommend that his proposal be accepted.
