I have the honor to enclose herewith a Commission appointing Isaac C. Mills Marshal of the United States for the Eastern District of Arkansas, in place of Robert F. Patterson, suspended.
You will be pleased to hand the Commission to Mr. Mills when he shall have given the bond, and taken the oath required by law.
