June 10, 1871. Joseph G. Hester Esq. Washington D. C. Sir, Pursuant to the provisions of the act entitled "An Act making appropriations for sundry civil expenses of the Government for the fiscal year ending June 30, 1872, and for other purposes", approved March 3, 1871, you are hereby appointed, by direction of the President, as a detective, to act under the instructions of this Department, in the detection and prosecution of crimes against the United States in the State of North Carolina and the country contiguous thereto. Your compensation for this service will be hereafter determined by this Department. Very respectfully B. H. Bristow Solicitor General, and acting Attorney General.
