March 31, 1871. Wm. J. Dougherty, Esq. Warden of the Missouri Penitentiary. Jefferson, Mo. Sir: Your letter to the President, of the 14th instant, has been referred by him to this office. Under the law, the Secretary of the Interior superintends matters relating to U. S. prisoners, and I shall transmit your letter to him, with a request to give proper directions in the premises. Very respectfully, A. T. Ackerman, Attorney General.
