Nov. 4, 1871. Hon. Geo. P. Fisher, U. S. Attorney, Washington, D. C. Dear Sir: I enclose herewith for your information a letter which was transmitted to me this morning by the Secretary of War, from M. M. Higgins, Esq. in relation to the alleged frauds committed by William B. Stokes. Very respectfully, B. H. Bristow, Solicitor Gen'l. & Acting Attorney Gen'l.
