Nov. 10, 1871. Richard Crowley, Esq. U. S. Attorney, Lockport, N. Y. Sir: At the request of the War Department, I desire that you will return to this office the papers hitherto transmitted to you in relation to the case of E. S. Rowland, late 2d Lieut. 2d Missouri Light Artillery, who is supposed to have presented a fraudulent claim against the United States. Very respectfully, A. T. Akerman, Attorney General.
