Sir:
I herewith transmit the copy of a communication to the Secretary of State from Mr. Pakenham, Chargé d'Affaires of Great Britain, relative to the arrest, on the 21st ultimo, of Robert Latham, said to be a British subject, by the U. S. authorities in Union County, S. C., and request that you will immediately make inquiry, and report the facts of the case.
