Nov. 23, 1871. J. R. Beckwith, Esq. U. S. Attorney, New Orleans, La. Sir: A copy of your letter of the 18th ultimo in relation to the Government wharf in New Orleans, was transmitted to the War Department, and in reply I have received from that Department copies of certain papers on file there which contain the information requested by you—and I herewith transmit them.
