Nov. 28, 1871, Horace H. Harrison, Esq. U.S. Attorney, Nashville, Tenn. Sir: I herewith transmit for your examination and action certain papers from the War Department in relation to supposed frauds upon the Government, perpetrated in your District by one J. E. Montandon, and A. A. Carter. You will institute proceedings against the persons who appear to have been concerned in these frauds in your District. Very respectfully, A. T.
