Sir:
Your letter of the 14th inst. transmitting an account of two hundred and fifty dollars for services as special counsel in the case of W. F. Russell, vs. Timothy G. Phelps, has been received.
As the account appears to be payable out of the fund under control of the Secretary of the Treasury, I have transmitted it to him for his action.
