For special reasons, made known to me by the Treasury Department, I have thought proper to retain the Hon. Edwards Pierrepont, as a special assistant to you in the prosecution of Joshua D. Miner in the Circuit Court of your District, and enclose a commission which you will deliver to Mr. Pierrepont.
