Dec. 16, 1871 A. Sterling, Jr. Esq. U. S. Attorney, Baltimore, Md. Sir: I transmit certain papers received from the War Department showing that certain parties in Maryland have failed to perform their bids for furnishing hay etc. at Fort McHenry.
