Dec. 16, 1871 A. Sterling, Jr. Esq. U. S. Attorney, Baltimore, Md. Sir: I transmit certain papers received from the War Department showing that certain parties in Maryland have failed to perform their bids for furnishing hay etc. at Fort McHenry. You will institute suits against the defaulting parties. Very respectfully, A. T. Akerman, Attorney General
