Sir:
Your communication of the ?1st instant, requesting that the legal proceedings instituted by the United States against the Illinois Central RR. Company, for the protection of the interests of the Government in the outer harbor of Chicago, be dismissed, has been received. Copies of the same have been transmitted to the Secretary of War, and to the District Attorney for the Northern District of Illinois, with a request for the communication of their views upon the subject after receiving their answers, I shall be able to decide upon your application.
