Aug. 19, 1871. Hon. J. G. Palen, Chief Justice of the Supreme Court, Elizabethtown, Colfax Co. New Mexico. Sir: In answer to your letter of the 9th instant, I have the honor to say that I do not feel at liberty, under the Executive Order of March 31, 1871, a copy of which has been sent you, to accord the leave of absence which you desire.
