Aug. 19, 1871. James C. Kennedy, Esq. Receiver of Merchants National Bank. Washington, D. C. Sir: Your letter of the 7th ultimo, suggesting that you should be authorized by this Department to institute proceedings against certain banks and private individuals in the city of Baltimore, was referred by me to the Solicitor of the Treasury. I enclose a copy of his Report. This Report comes to conclusions different from the first impression which a verbal statement of the matter made upon my mind. But I am satisfied that its conclusions are correct. Very respectfully, A. T. Akerman, Attorney General.
