Aug. 12, 1871. Mr. T. Spicer Curlett, Litwalton Lancaster Co. Va. Sir: I have received your letter of the 8th instant. As the question which you propound arises under the Constitution of Virginia, and does not affect the official conduct of any officer of the United States, the duties of this office will not permit me to give an opinion upon it. Very respectfully, A. T. Akerman, Attorney General.
