Though it is not the usage of this office to give Opinions, except at the call of the President or Heads of Departments, I will refer you to the 21st Section of the Act of July 17, 1862 (12 U. S. Stat. 597—and Second Brightly's Digest, p. 32,) for the only Statute known to me, on the subject of your letter of the 14th instant.
