Aug. 31, 1871. Hon. Wade H. Hough, Natchez, Miss. Sir: The President has referred to me your letter to him from Niagara Falls, of the 20th instant. As it is in reference to an appointment to an office not yet existing, all that I can do is to file it with other papers of that description, for consideration, if the occasion shall arise.
