Sept. 11, 1871. Hon. J. H. Howe, Chief Justice, Cheyenne, Wyoming T. Sir: I enclose herewith a copy of a telegram received at this Department to-day. I know nothing of the writer, and trust that there is no foundation for his complaint. But it is proper that you should know that the complaint is made. Very respectfully, &c., A. T.
