Sept. 15, 1871. Hon. J. H. Howe, Chief Justice, Cheyenne, Wyoming Terr. Sir: I have the honor to transmit herewith a copy of a telegram to the Attorney General from Mr. H. H. Cotton, of Cheyenne, dated yesterday, and to suggest that it does not appear from the files of this Department that you have permission to be absent from your Territory. Very respectfully, &c. B. H.
