Sir:
I enclose herewith, for your information, and for such action as you may deem necessary in the premises, a petition, which was transmitted to this office by the President, of one Dorcas Mary Lavin, setting forth that her husband Nicholas Lavin, was murdered at River Bend, in January last, by a party of ten men—and that she has been unable to cause them to be brought to justice.
