Nov. 3, 1871. William A. Wheeler, Esq. No. 162, Broadway, New York. Sir: In answer to your letter of the 19th ultimo, I have to say that no matter affecting the Guano Islands in the Pacific Ocean, alleged to have been discovered by Captain Parker, has been passed upon by me, or, so far as I am advised, by this Department. Very respectfully, A. T. Akerman, Attorney Gen'l.
