Sir: Your letter of the 24th ult. from El Paso, on the subject of the conduct of Abraham Cutler has been received.
I do not perceive what specific action you desire of this Department. If you will indicate the species of relief that you wish this Department to afford, and will refer to any statutes authorizing such relief, I shall then be better able to determine whether I can properly comply with your request.
