Nov. 18, 1871. Major Lewis Merrill, Yorkville, S. C. Sir: I have received yours of the 13th instant. Upon one of the subjects mentioned in it, I have arranged with Head of the proper Department that you shall have a conference with a suitable person before many days; upon the other matter I will write in a day or two.
