Nov. 22, 1871.

William H. Conkle, Esq.

Washington, D. C.

The President has referred to me your letter to him of the 16th instant, on the subject of an International Code.

I do not feel authorized to undertake such a work. It would require Congressional and diplomatic action, and it would be improper for this Department to move in the matter of such action.

Very respectfully,

A. T. Akerman,

Attorney General.

International Code.
