Nov. 22, 1871. William H. Conkle, Esq. Washington, D. C. Sir: The President has referred to me your letter to him of the 16th instant, on the subject of an International Code. I do not feel authorized to undertake such a work. It would require Congressional and diplomatic action, and it would be improper for this Department to move in the matter of such action.
