Sir:
On the subject of your acc't for seventy five dollars, in addition to the amount previously paid you, under your employment by this Department, I have to say that I do not feel at liberty to direct the payment of the additional seventy five dollars. In your original engagement the time of service and amount of compensation were fixed; and the condition of the funds of this Department permits no excess over the compensation originally contracted for.
