Dec. 9, 1871. Mr. D. S. Shoolin, No 29 Grand st. Jersey City, N. J. Sir: In answer to your letter of the 24th of October last, I have to say that it is not the custom of this Department to give opinions or information on legal questions to private citizens. I suggest that you address your inquiries to the Navy Department. Very respectfully, A. T. Akerman, Attorney General.
