Sir:
In answer to your letter of the 18th instant, in relation to encroachments of the Illinois Central RR. Company upon the navigable waters of Lake Michigan, at Chicago, by the deposition of dredged material from Chicago river within the basin now being constructed by the United States at that point, I have the honor to inform you that the District Attorney of the Northern District of Illinois has been directed to institute proceedings against the Company, for the prevention of the mischief which they contemplate
