Hon. Hamilton Fish,

Secretary of State.

Sir:

I am directed by the President to request you to issue a Commissions appointing James H. Coggeshall to be Marshal of the United States for the District of Rhode Island, and Robert W. Healy to be Marshal of the United States for the Southern District of Alabama, agreeably to the enclosed resolution of the Senate.
