Sir:

I have the honor to inform you that in pursuance of the request in your reference, of the 3d instant of the letter of Brev. Brig. General Albert J. Myer to you, of the 1st inst., I have written to the Hon. William Whiting to engage his services as special counsel for the Government, in the controversies with the telegraph companies and to direct him to enter into communication with Gen. Myer.
