May 6, 1871. Hon. Wm. W. Belknap, Secretary of War. Sir: I enclose a copy of a letter just received from Mr. Whitely, Chief of the secret service, and respectfully request that the authority which he desires for the confinement of the prisoners in Florida may be given. Very respectfully, &c. A. T. Akerman, Attorney General.
